There's technically several answers! Fishman Island is artificial, it was built there because it's the only place in the seafloor where light reached

However, Impel Down is also an artificial island. There's also the filler Spa Island, and you could argue for others

The earthquakes that occurred a long time weren't caused by seismic activity but by Ceadeus rubbing its horn on the seafloor. One of Ceadeus's horns was overgrown, and it was trying to sharpen or wear down the horn to make it more manageable for itself.
