As 'toughest' you mean 'overall strongest' then that would definitely be TCO. He has the most abilities amongst the cast of characters I've created.
My other strongest characters are around mountain buster level, TCO is a galaxy buster (given the right factors, existence busting)

I'd say these two characters.
Gren-del is immortal and can dematerialise anything with the faces in his sludge. He can also morph his body.
TCO is immortal, has control over every element, a range of other abilities (shapeshifting, superspeed, etc.), flight, ability copying, etc.

In terms of strength, TCO or Gren-del would likely be enough, and then I would throw in Lazarus, Jargoh and maybe someone like Phangora.

However, TCO probably isn't the best choices considering he's all about destruction, hell, he wants to destroy all existence.

TCO, definitely. Not only is he my strongest character (and thus really fun to picture his fights), but he also my most complex one.
He's definitely the character I've put the most work into, and I'm genuinely pretty proud of him.
I'm also proud of his design.
