Since coming to Hyrule Joltik was preyed upon by many of the bird pokemon of the region. To combat this Joltiks would hide in dark places and started to adorn their once bare backs with ornate golden skull looking objects for protection.
Another example of why I rate this movie 5 stars. The writers trusting the intelligence of the audience enough to know that the backstory between these two needs absolutely zero explanation.
