Anubis being unable to let go of Seth means that Seth IS stunting his growth, even if he never placed a curse on him. It's like the stipulation for the curse.

Disrespecting the dead and tampering with their souls like that is a serious taboo in Ancient Egyptian religion, and Ennead empathizes this a lot throughout the story. Even Osiris lectures Seth about this despite having done the same thing himself multiple times.
