6) ROUND SHAPES! ROUND. SHAPES. ARE. IMPORTANT.
Yes you can make cute characters using sharper edges, but roundness typically makes things appear more soft and cute. The goal is to make the characters look as huggable and squishy as possible.
4) Simplicity is key! There's nothing wrong with having taller/detailed designs and a lot of them are very cute! But typically simple and compacted designs tend to have a greater impact.

3) This is solely based on your preference, but softer colors typically make a character feel more soft and cute. Pastels or bright happy colors depending on the mood! Keep color theory in mind!
Example: Blue means calm/water. Yellow means happiness and the red contrasts!
