When Ichigo knew Uryuu "betrayed" him, Ichigo felt so disappointed, sad & angry, all in one. The rain starts to pour down.
Thanks to Chad, Ichi-gloomy back to his reality. But it ain't enough until Urahara offered him a help. He made the rain 'stopped' again.

After Ichigo was expelled from the royal palace, he felt so failed, all gloomy... and it rains.
But Isshin came in rescue--he unveiled the mystery about Ichigo's true power--so Ichigo can finally back to his sense, hence the rain stopped.
