No, it’s Tetsuya Nishio’s designs based on Kishimoto’s, but their art styles are vastly different.

Nishio’s is simplified and completely redesigns some characters like Sakura. Noses are very diff.

They’re more suitable for animation versus Shippuden’s designs though, at least.
