The shade and light color SEEMS to be pretty consistent for a lot of Pokemon though sometimes they adjust these colors if they aren't working well with the base color. It looks like a soft textured brush and usually a line of slightly lighter shadow in the shadow transition. 7/?

you have to had contrast, make it lighter dosent help much, i add one extra shade on the axe to make a smooth transition to the dark tone and it looks better for me

Actually the only layer mask in question is this one here, which I’m using to soften the transition between the blue of her tail and her skin tone. Originally I had the idea to let the blue run up her back but I thought it looked a bit harsh so airbrushing in a mask tones it down
