you can also use bayer dithering instead of the pixelate function and that will often get that kinda pc98 look, but remembering to use dithering either way is huge

Yee im in maya atm just with surface shaders for block colour but I think ramp shaders will be the way to go! Ideally id like to have block shadows with a bit of patterned dithering at the edges so will see what I can do!

Tried to lightly clean up that EGA self-portrait from a few weeks ago. It's very tempting to do a lot of crazy dithering but I didn't want to diminish the way the palette pops.

instead of like dithering a gradient from between 0,0,0 and 1,1,1, you could instead do an additional 2 steps, 0,0,1 then another pixel 0,1,1 and finally 1,1,1.

Since I started making graphics for Lords of Exile in 2018 I have been moving away from the Nes style dithering and making more and more use of the Megadrive, I think the result is clearer and more readable.
