By the way, if that's the design I don't think it will be practical to convert to Mega Man scales. There is a massive amount of small details that will need to be omitted when making it.

For the Green Goblin look development, we referenced various species of reptiles for skin iridescence and scale size. His scales were a mixture of surface displacement and modeled scales that could fly off his skin during battle.

Let me just be clear: I have seen the picture that suggests scales on the back of the frill, but another associated picture may indicate keratin sheathing on the frill as well. There's not much I can do with unpublished stuff and rumors like that.
