I'd draw in ink, on any paper. Scan into Corel Photopaint, exclude all colours but b&w, clean up, then send to CorelDraw.
Convert to vector, which would round out all the linework with this smooth very 90s/00s clip-art style.

as a bonus here is a depresspeon from 2016, drawn with mech pencil on an 8.5x11 sheet of printer paper.

for peak deviantart authenticity i used paintdotnet to add the color, doubled the ear fluff, and then made espeon pigeontoed.
