There are many approaches that are good. I think to really get good at faces, no fundamental can be ignored. Study the skull, muscles, movements, angles. Then study how to set up a face without lines and just simple big shapes/gradients. Go from really loose, to tighter.

Changing from a human jaw to a pony jaw is especially a big problem. Sometimes it's worth putting pony features on a human skull, resulting in an interesting mid-form.

The human jawline and skull is still there, but with the pony features emerging atop it.
