ive found a decent approach. you may already do it but i make a new layer for most strokes, over draw the line just to get a fast, smoother stroke then erase out the bits that overlap, collapse down. repeat. Pen and ellipse tool used here too but mostly that method.

Testing Freestyle lines out on Reimu. It behaves well in some areas, but has the usual problem with broken strokes (lumpy areas) and doesn't handle the ruffles very well. Will need to pair it with another line art option.

I start with a rough guide (image 1.) Then, on (a) new layer(s), I build up the details of the image. I work in Autodesk Sketchbook and there's two tools that I use to help myself out: steady stroke (stabilizer) and predictive stroke.
