As for the *character*, Toy Foxy, it has the same pants as Toy Chica. Pink pants and lipstick.

Toy Foxy is certainly female. The calls in-game likely refer to it as a "he" due to classic Foxy being male, and that is the Foxy the phone guy is familiar with.
