sometimes the drawing process involves... problem solving.... had a difficult time conveying that this is a scrawny little kid wearing an adult-sized shirt. made him look awkwardly proportioned, gave up and just redrew all his panels with his shirt open

Yes it could also be set in Utah considering the lake that takes up a large portion of the state. But Wario is probably not a Mormon.

Interesting discovery:
In artwork for Mario's Tennis, DK Jr appears as an Adult, just like he does in Super Mario Kart.

However, in-game, his design matches more closely to his design in games like DK'94, where he is a child. Notice his proportions, eyes, and lack of sideburns.
