Because that's her design in the manga. She's a busty charcater. The anime is just very inconsistent with art/charcater models in the episodes. They only draw mostly ever her correctly in important moments like in OPs and EDs where they have to do it correctly.

Man I sure wish Dragon Ball had a wiki like https://t.co/tCXjOSSNNt. The current Fandom wikia one is a bloated mess of low quality images and inconsistent everything. Not to mention Fandom's site itself is slow, clunky, & straight up bad. It's a real shame and DB deserves better.

I know Oda ain't writing these himself. Cause shit is too inconsistent if Lucci had haki Pre timeskip.
He uses shigan on both Luffy and Franky but he only penetrates franky cause he is solid whereas Luffy is Rubber. The only attacks that worked on Luffy were either sharp like
