*Technically* Sir Lizard can mutate. He can mutate his arms to form different weapons and mutate his body to form various things. The cause? Being an Unhuman that happens to have a powerful… well, power.
Also, the Unhuman gene itself can mutate, which forms human-animal hybrids.
