Uzaki's proportions are fairly typical of young women in animated films made in the US, even those who aren't meant to be "shortstacks" like she is. It's kind of ugly to accuse Japanese artists of doing something sinister that we do all the time.

Uzaki's proportions according to your own chart are closest to the young adult than the baby, which would actually be not too far off for a very short person. Head ratio is NOT just a matter of age.
