He doesn't exactly have a Gell-Form...as he's actually a Gell hybrid! (it's complicated) but yes, he has permanent Gell DNA, majority Pyrokinesis (fire) and can turn his powers on and off at will- but energy still works the same-

Actually a very simple question, but I gotta over explain it!

But simple answer: All darker/green skin molt 2 or 3 times through their life time, the Fleshy stuff does not.
Larva form molts completely due to its physical form.
