It kinda depends.
On pieces where the character is the focal point I tend to draw them fbefore the background. But if the characters are intended to play off the background and environment then I tend to at least sketch it out first.

High school family & Phantom Seer

Its early but so far not bad. Kokosei didn't make me laugh but I like the paneling in both chapters so I'll keep reading & Phantom Seer gave us a nice glimpse into the MC background. Next week should be something.
