I usually sketch, line art, then value render until I feel satisfied. I use a Hue/Saturation to change my value color to a base color. I add some other colors underneath that base and add more objects like eyes. I use liquify to fix the shape and add hair and highlights.

Though it depends on the piece, my process often begins with a clean sketch, and underneath goes an overall value study. From there, color gets slapped on top of both, keeping with values, and is gone over and over with the piece as a whole until it's rendered.

I first do the lineart in a different layer group and do the coloring on a layer underneath it. But I just color each and everything together with it's shadows in one go.

So I'll start with fully colored hair, then make a fully colored shirt, fully colored pants etc.
