It's because his "mustache" is no longer separate from his lips and overlapping his mouth. Instead it's all una contiguous shape and this makes his mouth look like shit.

Exactly. There’s also how this version of Robotnik. He’s evolving into Eggman. And Jim Carrey once said in an interview that Sonic 2 is a mid-life mustache. So he kinda aknowledges that it isn’t Robotnik’s final form. Heck it even looks like a mid point between movie 1 & modern.
