Why can't Survival have their Dual Wield identity back?

Kasumi can transmogrify pretty much any part of her body at the expense of pain. (Hair morphing is painless)

She can be severed and reassemble no problem as long as the vital eye in her back isn't damaged.

She can control herself well as long as she doesn't have a panic attack
