Regarding the other Space Harrier artworks:
Marc Ericksen did the cover art for the GG version used in EU and NA (later used for the US version of the 32X port), while Hidefumi Kimura was in charge of the Japanese version.
Masashi Iwasaki did the cover art for Space Harrier II.

The size of the screen is 512x288px. If you break it down, the tileset is 32x32px. So it's a pretty standard size in that sense.

I usually make some tiles to begin with and a sketch for the background.

Charmy Bee didn’t debut in Knuckles Chaotix in 1995 on the SEGA 32X, and Amy didn’t debut in Sonic CD in 1993. Both originally came from the Sonic the Hedgehog manga that ran from ‘92-‘94. They were adapted into the games later on.

Taking a page from JPEG and separating luma/chroma, reducing resolution, and reducing depth.
