Like at this point I'd think Toei and Shueisha are just forcing game devs to put them in the same outfits because of the "Brand."
Like Nami has been in a different outfit in every arc since. Sometimes multiple in the same arc.

Dragon Ball fans really need to think about how much we get with every new Xenoverse 2 DLC. The devs aren't lazy, you're just impatient.

All of this new content takes time to implement into the game. What you see with modders is an incorrect image of how DLC development works.
