Vesta acts as somewhat of an announcer/monitor of the city. She is the closest you will get to the founder of Kilos Point.

In Sonic Chronicles, there exists an enemy type based off the Swat-Bots from both SatAM and Archie. Though design wise, they more closely resemble Archie’s Shadow-Bots.
