Gengar is most likely a simple correction late in the production to make it match most official art and merchandise now that it had a more relevant role in the show, rather than it being meant to be special. If other Gengar appear in the future they will likely look the same.

Little Shihori isn’t introduced until part 3 and Kuroba isn’t even born until in between part 7 and 8. He has a much more active role as a character in parts 9 and 10 of the story.
