Unfortunately I feel like the LoO have very inconsistent lore.

However according to Ostrander, his power is second only to of Aztar, and that’s because The Presence also created The LoO and presumably The LoC as well.

It didn’t last long. I think if it had, they would’ve become more one in the same. In these two pages you see them separately talking, then Aztar goes into him, they’d re still able to talk to each other, but Crispus has become The Spectre at this point.
