First attempt at remaking the Costa del Hielo from the Moonfire Faire.

Decided to make it in the style of chinese shaved ice. Syrup is a Peppermint/Butterfly Pea Tea, with a dash of condensed milk. Inside is a scoop of vanilla ice cream.
