IMO one of the best low level boss monsters that people sleep on is the Otyugh. Its easy to hit, has high HP, can cover itself in the action economy without minions, and can inflict lasting disease, leading to more quest hooks (without a paladin). Great for a level 2-3 party

Had an exciting Neo-Otyugh encounter in my game yesterday! Tweaked in a climb = walk speed, had it lying in wait in a carrion heap obscuring a pit, and a healthy panic ensued when it started grabbing PCs and trying to drag them underground 😆
