Wow, nobody told me Sierra's internal tools for their SCI games were floating around the internet! PE (Pic Edit) was used to create the vector backgrounds of the SCI0 games. 1/ #DOSGaming
The initial '88 SCI0 release of KQ4 has separate scenes for the day/night cycle. Whereas the '89 version only include a single background and use overlays/sprites to change the appearance to save space.
Palette swapping is not leveraged at all for the early-gen SCI0 games.
Even though my #Asspull3X SCI0 picture viewer does undithering *purely* because I'm a lazy hack who took the easier way out, that still doesn't solve gotchas like Larry 3 picture 265 that draw their own dither patterns by hand.
The high angle near buildings is something the game uses a lot to help cheat perspective. SCI0 sprites don't scale into the bg, so building wall screens have a high angle to make them not disappear into the horizon. This is less a problem with trees because trees can be any size.

2. I can find no indications of localized Jones releases, but I do know this: while the SCI0 games did have their background art translated...
Instead of using SCI0-style vector drawing commands to paint in the priority map, SCI2 games would import their backgrounds Z-layer by Z-layer, specifying the depth in pixels instead of bands.
