Does anyone have more information about the game にゅーろでふぁじーなシューティング / Neuro Fuzzy Shooting for SNES/SFC?
There's literally nothing about it in the internet other than the ROM itself and some Youtube videos of it.

The #SNES/SFC version of #EmeraldDragon is 25 years old today! Sometimes considered the weakest version of Emerald Dragon, this version still holds up with a solid story and rockin' soundtrack... and even some voice acting! "Dragon change!"
