Cause he technically has none of Superman’s powers.
So The Plutonian doesn’t actually have any of Superman’s powers.
He just subconsciously alters matter to make it look like he does.

Yeah Superman’s Super hearing would probably be the most annoying Super power to have. I think that’s the one of his powers I don’t think anyone would want lol.
