Terry Bogard actually has two nicknames. The first is the 'South Town Hero', given to him for his good nature and place of origin. His more well known title however is the 'Legendary Hungry Wolf', a name he gains after defeating Geese Howard.

While Terry does have a brother in Andy Bogard, the two are actually orphans, adopted by Jeff Bogard. It's fitting then that Terry would go on to adopt Rock Howard after his father's death. Perhaps Rock reminded him of his childhood?
