I was inspired to draw this from the myth of Diana and Actaeon in Ovid's Metamorphoses.
He remained as creative as ever in his final decade & continued his lifelong method of integrating landscape & people. Diana & Actaeon (c1785) & The Mall (1783) are late masterpieces of this time. Gainsborough’s drawings show his care in forming such joyous compositions

Actaeon, in his act of peeping on a deity, has cursed himself and his lineage to take on a form most prized by hunters. Over time, however, the family has found a way to circumvent the curse - that is, an act of scapegoating.
@TheEdVerse Stag-headed sylvan race? Makes me think of the Actaeon from Mystara, though your Horned Ones probably predate them.
Alternatively, it reminds me of the archfey/Celtic god Cerunnos (Master of the Hunt) and the "Horned Hunter," one of the many avatar forms of Silvanus.
