Possible hot take but I hate art tips like this. Not all art has to be pastel in order to be good, it all depends on the artstyle!
Using neon colors isn't "the wrong way to color", but consistency is adviced, as for all color schemes

90% of a painting is shape design(composition) and values. Color is more for emotional response it’s about evoking a feeling. If you nail the shapes and control your lights and darks well you can use whatever color you want!
