Bao is a teenager from The Gotham Narrows. His parents were killed by the Joker in their family restaurant. He looked up to Batman after he consoled him & promised him Joker would face justice for the murder of Bao's parents, giving him a batarang as a symbol of that promise.
The go on and on about how “dangerous” the Batarang X is throughout the entire comic.
SPOILER ALERT:
It’s just a really big one that he can ride. They launch it from the Batmobile. He just stands on top of it as it glides to and from his destination. It doesn’t even spin.
