21. Mega Man Zero 3

Fuck, I cannot emphasize enough how much better of a game this is over Zero 1 and 2.

Great level design, fun and useful abilities, cyberelves are finally good, great music, balanced difficulty and a surprisingly engaging plot. Best MM game since X4.
