My color study process
basic knowledge → train the eyes (don't use the eyedropper tool, trying to copy single/groups of colors ) → practice with simple photos → complex ones → try to adjust tones → try to add characters

On Medibang, I use quite an arsonal, but most notably, I use the magic wand tool, airbrush, gradient, the eyedropper tool, and I clip my layers when shading onto base colors. I used all of these when making Ash here just today.

Usually when I draw characters, I’ll eyedrop their main body color and use a very very light version of that to color eyes/teeth/etc.

So you mean you have to pick out the skin color with an eyedropper every time you draw fan art? Even if it's the same person, the color will be different depending on the atmosphere the person who draws it wants. that's the nature of personal painting
