Toru Nakayama is the artist behind the Megaman Zero series, and the one responsible for it's really iconic style. He also has worked in other games, such as Fuuka Taisen, Speed Power Gunbike, and Dragon Marked for Death.

Kinda curious about the light novels for Gunbike and Love & Destroy. Former doesn't seem to be in stock anywhere, latter costs like 60 USD without shipping and is apparently in French?
Major Nound from Speed Power Gunbike wears an outfit with a design and color scheme eerily similar to Phantom from the Mega Man Zero series. Funny enough, Nound's vehicle is also labelled as an "X" type machine.
