It's called Super Erect Wars S・EX, featuring the second video game appearance of MazinSaga after his Genesis debut

Mazinger USA was a 58 page one-shot manga made by Go Nagai for the US market in 1988. The story borrowed elements from God Mazinger & Gulliver's Travels.

Go Nagai would later create MazinSaga 2 years later which has similar elements to USA.
