Is a very small tutu/petticoat just to try to have that skirt shape. Short skirt will be double circle skirt + horsehair, that will have volume too

her design has very little layers, just a petticoat, a dress, and suspenders. meanwhile with this chen costume from touhou LW, there's various layers with little details. character designs will usually look complex when put together, but very simple once you dissect the layers

As for selling point I think it does the job of hydrangeas just fine!
