This structure is what I really enjoy about the Kaiju format. Slowly building up anticipation & elevating tension with those on the ground. Till the main event finally pays it off. All others then being reduced to a spectator like us.

I'm assuming it got Kikoru's form from Kaiju 9 directly. Utilising General Shinomiya's memories.. Since the actual Kikoru has been locked up with training for 3 months... You never know though.
