Naeliya does, initially. She uses alcohol to escape the ennui of being stuck in the 'default' job for town fairies: messenger. She's even figured out how to use her waterkind magic to allow her to outdrink humans (who are 6x the size of fairies).

People with waterkind elemental magic can, yes. Waterkind magic also manipulates the fairies who have it. They get blue skin, along with webbed fingers and toes. Their wings also become scaly, like fish. Naeliya, one of my MCs, is a waterkind.
