The man threatening them is named Jazz, leader of the nearby survivor camp, and he seems more inconvenienced than saddened by the loss of a couple of his men, especially after Rick explains that he shot them in an act of self-defence.

Since then, Rick uses this to calm Issé down whenever he's a bit agitated or worried.
