There's a definite horror movie set-up here as an evil organization breaks in to steal something terrible that they don't understand.
You thought it was just a circus entertainment thing including an awesome stage show from Peter Gabriel and Cirque du Soleil, but OH NO (as opposed to OVO), the Brits were doing some weird stuff with the Millennium Dome.
More and more they seem to be discovering that people's perception of events have been altered, potentially by a bunch of powerful telepaths. As discovered by the...powerful telepath.
One mystery is solved (kind of), but more questions arise. Emma gets put back together again. And a monster mutant army is born. In New X-Men #141 from Grant Morrison, Phil Jimenez, Andy Lanning, Chris Chuckry, and Chris Eliopoulos.

The drugs angle, even as it ran through the earlier arcs, makes this much more conventional and mundane. Like Beast's explanation of Jumbo Carnation's death, it feels like an important point that mutants are being brought down by the most ordinary schemes.
