Reason 3A3:
If they can't implant the Azure Striker Septima into others, then how about just cloning a GV and implanting it on him? If Sumeragi Group have to implant the Septima to GV before, it would be possible they still keep GV's DNA data.

Reason 2: Where is your hairpin?
Yes, it turns into a ribbon. Gunvolt pistol, the Dart Leader needs Gunvolt hair as its bolts materials. So in GV1 and 2, GV has a hairpin on his hair, but in GV3 it just turns into a ribbon.
