I FOUND IT! Apparently, this was a promo image tied to the Ace Attorney attractions at Joypolis in Tokyo, and these are meant to look like the Joypolis uniforms.

...so Edgeworth is THAT dedicated to the cravat, huh?

I'm just now noticing Edgeworth is getting Will Powers' autograph in this promo image.
