it's a concept design for a character card in an *unpublished* CCG from White Wolf Publishing (c. 2002)
The game was set in the same universe as their EXALTED RPG books (right), it only got so far as playtesting though

In Japan, there is a TCG titled "経済TCG" or ECONOMY TCG (ECONOMICA)
Through gameplay, it demonstrates to kids/young adults how global economies work & how to financially plan for the future.
It's rather popular—there is a tournament scene & it's now in its sixth year!
...thinking about some lost CCG expansions of the 1990s.
These are a few that were advertised & in production as their games got cancelled, never to be released.

-#PEZ released its only set from US Game Systems. More "Expandable" than "Collectible"—it was designed by Wyvern's Mike Fitzgerald & was considered a fun, light game. It's rules system was later reworked by US Games Systems into the non-collectible card game: Banana Split
