After the meeting finishes, they head to Erwin's office for a drink. When they enter the room, Levi grabs Erwin by the collars of his shirt and whispers into his ear 'I love you so fucking much' and kisses him.

They've been together for about a month when Levi does says it.
It was after a long meeting, and Levi witnessed Erwin show amazing restraint and patience against some shitty lords and other commanders/leaders.
He usually isn't one for being sappy, so is quite blunt.
